PM Modi’s Bhutan Visit Highlights: Energy, Culture, and Mutual Cooperation
Prime Minister Narendra Modi was on a Bhutan visit from 11th to 12th November 2025, at the invitation of His Majesty Jigme Khesar Namgyel Wangchuck. The visit highlighted the deep friendship and strategic partnership between the two nations, emphasising energy, culture, connectivity, and sustainable development.
On the 70th birth anniversary of Bhutan’s Fourth Druk Gyalpo Celebrations, PM Modi was the Guest of Honour. He also took part in the Global Peace Prayer Festival in Thimphu. The ceremony also featured the Holy Piprahwa Relics of Lord Buddha. It was aimed at strengthening a spiritual connection between the two countries.
One of the main highlights of this visit was the joint inauguration of the 1,020 MW Punatsangchhu-II Hydroelectric Project. This milestone represents India and Bhutan’s longstanding collaboration in hydropower. The leaders of both nations welcomed the idea of the resumption of the 1,200 MW Punatsangchhu-I project. Once this project is completed, it will be the largest hydroelectric project jointly developed by both India and Bhutan. PM Modi announced a concessional line of credit of INR 40 billion to support these projects and other energy initiatives, reaffirming India’s commitment to Bhutan’s 13th Five-Year Plan and sustainable growth.
The PM also met with His Majesty the King, the Fourth Druk Gyalpo, and Bhutanese Prime Minister Dasho Tshering Tobgay. Discussions of these high-level meetings covered a broad spectrum of bilateral and regional issues, including trade, connectivity, STEM education, space cooperation, fintech, and healthcare. Phase II of UPI integration was also in focus. It will enable Bhutanese visitors to make digital payments in India using local apps.
PM Modi made an announcement for the establishment of an immigration check post at Hatisar, Assam. It is aimed at investor facilitation and visitor movement to Gelephu Mindfulness City. The two countries signed three key MoUs in renewable energy, health, and mental health, strengthening institutional linkages and cross-border collaboration.
Both nations made a commitment towards high-level exchanges, strengthening cooperation across sectors with shared values of trust, respect and mutual cooperation.
