The Haryana government has come up with a wide range of policy reforms. The focus is on improving the “ease of doing business” by simplifying compliance and promoting digital transparency in governance. A high-level meeting was jointly chaired by “Special Secretary (Cabinet Secretariat) KK Pathak” and “Chief Secretary Anurag Rastogi”, where various departments, such as “Town and Country Planning (TCP), Labour, Industries, and the State Pollution Control Board”, presented their update to review the progress.

Pathak appreciated Haryana’s “progressive approach” in reducing regulatory burdens and digitising approval systems. One of the major reforms was that the “TCP Department” has introduced “flexible zoning for mixed-use development”. It allowed residential, commercial, and industrial activities within the same zone. A GIS-based databank integrated with the India Industrial Land Bank (IILB) will now help investors identify and acquire industrial plots faster.

The “Change of Land Use (CLU)” process has been made simpler, cutting required documents from 19 to just three — ownership proof, project report, and indemnity bond. It will bring the average approval time down to 36 days. Minimum road width norms for rural industries have also been reduced to 20 feet, pending final approval.

The “Labour Department” has adopted many inclusivity reforms. It has allowed “women to work night shifts (7 pm to 6 am)” across all sectors, including factories and shops. Factory closure and retrenchment procedures have been rationalised to make operations more efficient while maintaining worker protection.

The “Haryana State Pollution Control Board (HSPCB)” has reduced clearance timelines from 30 to 21 days for “Consent to Establish (CTE)” and “Consent to Operate (CTO)”. For green industries, CTOs can now be auto-renewed for up to 15 years. Additionally, 734 non-polluting industries have been reclassified under the “White Category”, exempting them from routine inspections and enabling self-certification.

All industry-related services are now integrated with the “National Single Window System (NSWS)”, while Haryana’s version of the “Jan Vishwas framework” has decriminalised minor offences and introduced civil penalties. Dashboards and “AI-based chatbots” are improving transparency and grievance redressal.

Recognising these achievements, Haryana has been ranked as a ‘Top Achiever’ in business entry, land administration, and healthcare reforms under the “Business Reforms Action Plan (BRAP) 2024”, presented at “Udyog Samagam 2025” in New Delhi.
