Farmers will be benefited by the expansion, renovation and modernization of the Western Kosi Canal Project.

Patna: In the 210th Monsoon Session of Bihar Legislative Council, Chief Minister Nitish Kumar, Deputy Chief Minister Samrat Chaudhary, Vijay Kumar Sinha and Leader of Opposition Rabri Devi reached Chairman Awadhesh Narayan Singh's chamber and welcomed him by offering flowers. After the proceedings of the House started, he greeted all the members in his initial address. Chairman Awadhesh Narayan Singh said that in the total 5 meetings proposed in this session, there will be meaningful discussions on as many topics related to state interest and development as possible. During this session, it is also expected from all the members that they should participate in the functioning of the House to solve the problems of public interest.

He congratulated Shubhanshu Shukla and all the people involved in this space mission on behalf of this House and Bihar State on the success of the 18-day historical mission to the International Space Station and said that this mission will take India to new heights in space exploration and the young generation will be more attracted towards science studies.  The government is sensitive towards the educational upliftment of the weaker sections of the society. Mental pension scheme has been arranged for senior and economically weak artists. Financial assistance to promote the Guru-Shishya tradition for the preservation, promotion and development of art culture is welcome in the art world.

The government's commitment towards the democratic system has been shown by giving an ex-gratia grant of Rs. 5 lakhs to the elected representatives of three-tier Panchayati Raj institutions and Gram Kachhari in the event of death.

With the construction of digital planetariums in East Champaran, Jamui and Purnia, the facility of scientific study and exhibition is also being made available to the people of remote areas.

The Kosi-Mechi inter-state link project work will increase the water storage capacity of the river and its benefit will ultimately be available to the agricultural system of Bihar. Farmers of many districts of the state will be benefited by the expansion, renovation and modernization of the Western Kosi Canal Project.

The Bihar Youth Commission has been constituted by the government. This will help in policy making for the all-round development of the youth. Employment fairs are being organized by the government with the aim of employing the labor force. 
Soon metro rail will be available in Patna. With the development of metro, there will be a gradual increase in traffic in the capital.

In a democratic system, the House should be used only for solving public problems. I have full faith that these subjects will be discussed as much as possible in the House. All the honourable members will cooperate in running the House in accordance with the dignity of this Upper House. Like before, I expect the expected cooperation from the officers and employees of the Council Secretariat and the friends of the media, the watchdog of democracy, in conducting the session.

He said that this mission will take India to new heights in space exploration and will attract the young generation more towards science studies.
