The statement comes in response to U.S. President-elect Donald Trump’s recent call for an immediate ceasefire.
The Russian Ministry of Foreign Affairs, quoting Kremlin spokesperson Dmitry Peskov, stated on social media platform X: “Russia is open to negotiations on Ukraine and welcomes peace initiatives. The conditions required to cease hostilities were laid out by President Putin.”
This announcement follows Trump’s December 7 meeting with Ukrainian President Volodymyr Zelenskyy and French President Emmanuel Macron in Paris during the reopening of Notre Dame Cathedral. Trump later posted on Truth Social, calling for an immediate ceasefire and the start of negotiations, citing the tragic loss of lives and families disrupted by the ongoing war.
The Kremlin expressed its openness to proposals from countries including China, Brazil, South Africa, the UAE, Qatar, and Saudi Arabia, who are actively involved in humanitarian efforts. However, Peskov accused Ukraine of obstructing peace talks, pointing to a decree by President Zelenskyy banning dialogue with Russian leadership.
Peskov reaffirmed that Russia’s conditions for ending hostilities were outlined by President Putin earlier this year, highlighting that Ukraine must revoke its decree and resume dialogue based on prior arrangements made in Istanbul, while considering current realities on the ground.
