ECI Releases Schedule for Jalandhar by-polls, Voting to be held from 8 am to 6 pm

Last date for submission of nominations is April 20, 2023

CHANDIGARH: The Election Commission of India has released the detailed schedule for holding by-elections in Lok Sabha constituency Jalandhar. Giving information in this regard, Chief Electoral Officer, Punjab (CEO) Sibin C said that the notification in this regard will be issued on April 13, 2023 (Thursday), while the last date for submission of nominations is April 20, 2023 (Thursday). He informed that the nominations will be scrutinized on April 21, 2023 (Friday) and the last date for withdrawal of nomination is April 24, 2023 (Monday). He further informed that the voting will be held on May 10, 2023 (Wednesday) from 8 am to 6 pm and counting of votes will be done on May 13, 2023 (Saturday). CEO Said that the election process will be completed on May 15, 2023 (Monday).

He said that the nomination papers can be submitted to the Returning Officer from 13.00 am to 3.00 pm on any day except public holidays from 13th April, 2023 to 20th April, 2023. He further informed that Deputy Commissioner Jalandhar is Returning Officer for 04-Jalandhar (SC) Lok Sabha Constituency. The nomination papers for the by-election in 04-Jalandhar (SC) Lok Sabha constituency are to be filled in Form 2A. These forms are available from the Returning Officer.

A candidate must be registered as a voter in any Lok Sabha constituency to get a Lok Sabha constituency seat. To the satisfaction of the Returning Officer in this regard, the candidates shall produce a certified copy of the relevant entry in the applicable electoral roll. After the nomination form is filled by the candidate and before the date fixed for scrutiny of nominations, the oath/affirmation certificate is to be submitted. CEO said that on 14.04.2023 (Friday) Baisakhi and Dr. BR Ambedkar's birthday. This day is a holiday under the Negotiable Instruments Act, 1881. Therefore, candidates will not be able to submit nomination papers on this day.

He said that 15.04.2023 being the third Saturday is not a holiday under the Negotiable Instruments Act, 1881, therefore nomination papers can be submitted by the candidates on that day. As 16.04.2023 is a holiday on Sunday, candidates will not be able to submit nomination papers on that day also. Similarly, 22.04.2023 is a holiday on the fourth Saturday, so nomination papers cannot be withdrawn by the candidate on that day. CEO Told that since 23.04.2023 is a Sunday holiday, nomination papers cannot be withdrawn by the candidate even on that day. He said that the Model Election Code has come into effect in Jalandhar district from the date of announcement of by-elections by the Election Commission of India on March 29, 2023 and it will remain in force till the completion of the election process.
