“A Speaker is meant to be neutral,” Sandhwan began, “but today, I speak as a son of Punjab.” Congratulating the House for its unity on the BBMB issue, he added, “I thank all legislative members who rose above party lines to speak for Punjab. This is not a political issue — this is our lifeline.”

“Do You Know the Truth About Punjab’s Water?”
In a powerful question directed at the country, Sandhwan said,
“Do you know of any state that is riparian to three rivers, and still receives just 40% of its rightful water share?”

“Punjab has rights over 34.34 MAF of water, yet only 40.22 MAF is allocated. The shocking part? Sixty percent of our water is diverted to non-riparian states,” he said, calling the distribution unjust.

He also highlighted a critical crisis: “Over 80% of Punjab’s development blocks are in the dark zone because our groundwater has been over-exploited. Still, we continue to give away water.”

“Please, Spare Punjab”
With a somber tone, Sandhwan pleaded, “Please spare us. Don’t demonize us when we speak about water. We are not asking for more — we are asking for what is ours.”

Calling Punjab the “state that gifted the nation Independence,” he reminded the House and the country of Punjab’s sacrifices, past and present.

“Punjab Is Water. Punjab Is Rivers.”
“Punjab is not just a geographical region — it is defined by its rivers,” Sandhwan said. “We are the sons of rivers. And today, we are forced to crave for water that rightfully belongs to us.”

The Speaker’s emotional remarks struck a chord with legislators across party lines and drew widespread appreciation from civil society and farmers’ groups, many of whom have long argued that Punjab’s water has been unfairly diverted over the decades.

As the special Assembly session continues, Sandhwan’s words are being hailed as a defining moment — a voice not just from the Speaker’s chair, but from the heart of Punjab.
