
Defending Punjab's Stand on BBMB and Water Sharing
Punjab CM Bhagwant Mann speech in Vidhan Sabha Session Today: The Punjab Vidhan Sabha turned into a high-voltage arena on Friday as Chief Minister Bhagwant Mann delivered a powerful speech during the ongoing special session, taking sharp digs at the opposition, asserting Punjab’s water rights, defending Punjabi culture, and responding to the growing controversy surrounding actor Diljit Dosanjh and his film Sardaar Ji 3.
Uproar Over “Dadhi” Remark
The session began on a tense note as Leader of Opposition Partap Singh Bajwa objected to Minister Aman Arora’s use of the Punjabi term “dadhi muhrawa.” While Bajwa insisted the remark was disrespectful, both Speaker Kultar Singh Sandhwan and CM Mann tried to calm him down, saying such expressions are common in Punjabi culture.
Taking a swipe at Bajwa’s elite schooling, Mann remarked, “Seems like PPS never taught you Punjabi proverbs.” His comment drew laughter from the treasury benches and stirred further protest from the opposition.
Defending Punjab’s Stand on BBMB and Water Sharing
Shifting focus to the core issue, Mann hit out at the Centre over the ongoing tussle on the Bhakra Beas Management Board (BBMB). “We recently held an all-party meeting, and everyone agreed on our stand. I even travelled to Delhi to discuss the SYL issue, and we debated for hours,” he said.
He praised Prime Minister Narendra Modi for suspending the Indus Waters Treaty. “It’s a welcome step. This allows water from rivers to reach Punjab's key reservoirs — Pong, Ranjit Sagar, and Bhakra. We are now utilizing more water than ever before,” Mann said.
Criticizing Haryana’s water management, Mann revealed that Punjab refused to provide additional water after Haryana finished its quota early. “They exhausted their share by March 31 and then asked for more. We told them clearly — if you can’t manage your share, don’t expect us to give ours. People are ready to kill for water — we must protect our own.”
Slams Centre Over CISF and Military Charges
Mann took strong objection to the Centre’s move to deploy CISF at BBMB and bill Punjab for it. “We have our own Punjab Police, capable and professional. Why should we pay for CISF when we are already funding 60% of BBMB?” he questioned.
Referring to the infamous 2016 Pathankot terror attack, Mann revealed a startling detail: “After the attack, we were handed a ₹7.5 crore bill. I met Rajnath Singh and asked him — is Punjab not part of India? Will military help now come on rent?”
Jabs at PM Modi Over Pakistan, Ukraine, and Regional Politics
In a direct attack on Prime Minister Narendra Modi, Mann asked, “After the Pahalgam attack, which country stood up for India? You say you stopped the war between Russia and Ukraine. If that’s true, why can’t you resolve the Punjab-Haryana water dispute? You’re making states fight among themselves.”
On Diljit Dosanjh and Nationalism
Coming to the cultural front, CM Mann strongly defended singer-actor Diljit Dosanjh amid the backlash over Sardaar Ji 3. “One day he’s ‘Sardar’, the next day he’s ‘gaddar’? Make up your mind. The film was shot long before the Pahalgam attack. Will artists now need to carry a certificate of nationalism to work?” he thundered.
Final Message to Opposition
In conclusion, Mann appealed for maturity and unity. “Don’t fight among yourselves. Speak on the right issues, for Punjab’s future. This House belongs to the people — let’s not make it a theatre of personal attacks,” he said.
With the session extended till July 15, the Chief Minister’s remarks have set the tone for what promises to be an intense and politically charged continuation of the Assembly proceedings.
