The National Commission for Scheduled Castes issued directions for clarification to the State Government through the Chief Secretary

The National Commission for Scheduled Castes issued directions for clarification to the State Government through the Chief Secretary regarding their letter issued for personnel management in the State. 

National Scheduled Castes Alliance, a socio-political organization guided by its President, Paramjit Singh Kainth had flagged the issue in media that the officials belonging to the Scheduled Castes community had been ignored regarding transfers and postings in important administrative offices on the State bureaucracy.

Paramjit Singh KainthParamjit Singh KainthThe letter was issued by the Regional Director, Rajkumar Chhannna requesting the Chief Secretary (CS) to submit the facts and information within 15 days after the receipt of the Notice.

The National Commission for Scheduled Castes has powers of a Civil Court under the Article 338 of the Constitution and mandated ‘to enquire into specific complaints with respect to the deprivation of rights and safeguards of the Scheduled Castes.’

If the reply is not given with adequate justification, the Commission can summon the CS to appear in person or by a representative before the Commission.

Speaking on the issue, Paramjit Singh Kainth of NSCA said, “This is not the first time that we are raising such an issue against the State government. This discriminatory facet of the government has been highlighted in previous years too.

He said, “Out of the total 8 posts, there were not a single Police Commissioner and Inspector General of Police Zonal belonging to the Scheduled Castes community in the State. Even in the civil administration there are inadequate representation from the community which has almost 35% of the State’s population. There are no Vice Chancellors in any of the State’s universities. Every strata of Public administration whether political, bureaucratic or social, the community has been ignored mischievously by the State government.”

The National Scheduled Castes Alliance asked the government to act on the Notice issued by the National Commission for Scheduled Castes and also rectify their mistake done by ignoring the officers of the SC community in their administration.

There is a lot of resentment in the community regarding this issue and doubts are creeping in on the ability of State government to remain unbiased and neutral in dealing with different communities in the State.
