Punjab Government's stand:

The state government claimed that land pooling is completely voluntary, and 100 acres of land is being taken only with the consent of the landowners. It also said that 1,800 illegal colonies in Ludhiana are spread over about 10,000 acres of land.

Court's sharp reaction:

The court rejected the government's claim of water surplus and said, "Punjab has no water surplus; the government should not make misleading claims."
