ECI: Bihar SIR Form Collection Touches Nearly Halfway Mark in 14 Days; 17 Days Still Left
New Delhi, July 9 – The Election Commission of India (ECI) on Tuesday informed that the collection of Enumeration Forms in Bihar under the ongoing Special Intensive Revision (SIR) is likely to be completed well ahead of the scheduled deadline of July 25, 2025, based on the current pace of progress.
According to a press release issued by the ECI, as of 6 PM on July 8, a total of 3,70,77,077 Enumeration Forms have been collected, which accounts for 46.95% of the total 7,89,69,844 (nearly 7.90 crore) electors in Bihar. These forms have been collected in the first 14 days since the issuance of SIR instructions on June 24, 2025.
The Commission further stated that over 97% of the printed forms (7,70,44,990) have already been distributed to electors within the first two weeks of the exercise. Additionally, 18.16% of the forms have been uploaded to ECINET. A significant number of prospective voters are submitting their forms along with eligibility documents as required under the SIR guidelines dated 24.06.2025.
“Now, the effort is to collect the remaining half of the enumeration forms and eligibility documents with still 17 more days before July 25,” the statement said.
In the last 24 hours alone, from 6 PM on July 7 to 6 PM on July 8, 82,78,617 Enumeration Forms were collected — representing 10.5% of the total electors — in a single day.
Expressing optimism, the ECI noted, “Maintaining the same momentum on the field, and with just about 50 percent forms remaining to be collected, the exercise could be completed well within time.”
To further expedite the process, an additional 20,603 Booth Level Officers (BLOs) have been deployed, bringing the total to 77,895 BLOs, who are conducting house-to-house visits to help electors fill and submit the forms. BLOs have already completed the first of their three mandated visits to each household, and the second visit is currently underway.
The ECI also acknowledged the contribution of nearly 4 lakh volunteers, including government officials, NCC cadets, NSS members, and others who are assisting elderly, PwD, sick, and vulnerable individuals in the process.
Moreover, Electoral Registration Officers (EROs) across all 243 Assembly Constituencies, along with 963 Assistant EROs, 38 District Election Officers (DEOs), and the Chief Electoral Officer (CEO) of Bihar, are actively engaged on the ground to support electors in submitting their forms, the press release said.
Political parties have also ramped up efforts by appointing Booth Level Agents (BLAs). As of now, 1,56,626 BLAs have been appointed, up from 1,38,680 at the start of the exercise. The Commission noted that political parties can continue to appoint more BLAs as per Section 25.2.1 of the Manual on Electoral Rolls.
