He has further urged the SEC to immediately transfer these officers out of their “present postings".
Leader of Opposition in the Punjab Legislative Assembly, Punjab Legislative Assembly on Saturday, one day ahead of the Zila Parishad–Block Samiti elections, said that the state election commission has taken “no action” on his warning of “police intimidation, and threats to free & fair “elections.
In a post on his X, the congress leader wrote, “It’s been over 24 hours since I wrote to the State Election Commission warning of police intimidation, and threats to free & fair Zila Parishad–Block Samiti elections. Yet, the SEC has taken NO action.”
“This silence has emboldened the AAP Punjab govt & CM Bhagwant Mann to trample democracy. Punjabis will not forgive AAP for police-managed elections,” Partap Singh Bajwa alleged.
Partap Singh Bajwa, yesterday, that is on 12 December 2025, in a letter directed to Kamal Chaudhuri, who wrote, “I wish to draw your attention to the deeply disturbing and partisan conduct of certain police officials during the ongoing Zila Parishad and Block Samiti elections in Punjab. A clear pattern of biased action is being observed, undermining the integrity of the election process.
Referring to an alleged incident on 11 december 2025, in his constituency at village Alma, he stated that a police raid was conducted at the residence of Hardevpal Singh alias Sweety, the Sarpanch of Village Alma and the raid led by Gurnam Singh, SHO, Police Station Kahnuwan, and Deepika, SHO, Police Station Bhaini Mian Khan, accompanied by 17–18 police personnel
He claimed Sweety, also an active worker of the Indian National Congress, was not present at his residence during the raid and that his mother and wife were allegedly harassed and threatened.
As per information given orally by these officers to the family, the raid was ordered by Aditya, Senior Superintendent of Police, Gurdaspur, allegedly at the “behest of political leaders of the ruling party,” Bajwa said.
He stated that the action allegedly “appears to have been carried out with the sole intention of intimidating and demoralizing Sh. Hardevpal Singh.”
According to the letter by Bajwa, the police allegedly “forcibly entered the house at 09:13 PM and remained there for 13 minutes. The family was humiliated, and the mother of the Sarpanch was compelled to open the locker. Another portion of the house, located in the agricultural fields, was also raided and vandalised. No objectionable material was found.”
The congress leader further in the letter said that the raid had no “lawful basis”.
“It was instead a deliberate attempt to threaten workers of the Indian National Congress, sending a message that anyone contesting the elections with full spirit would face harassment, intimidation, and unnecessary pressure,” he added.
He stated that the incident “gravely compromises the fairness of elections in the Qadian constituency.”
Bajwa also claimed that Deepika, SHO, Police Station Bhaini Mian Khan, was “recently posted there reportedly under political influence, prior to the announcement of the Model Code of Conduct.”
“She (Deepika) has a history of harassing Congress workers. On 17.09.2025, she arrested the brothers of Sarpanch Mandeep Singh of Village Salahpur Bet and even ordered the removal of the turbans of his son and brothers. A complaint was duly submitted to the SSP, Gurdaspur, who assured departmental action. However, due to political pressure, no action was ever taken,” he added.
He further stated such incidents of alleged continuous misuse of “police authority by these officers, acting as instruments of the ruling party, free and fair elections in the affected area have become impossible.”
Pratap Bajwas, citing the above reasons, has urged for “Immediate stern disciplinary action be taken against Aditya, SSP Gurdaspur, Deepika, SHO Bhaini Mian Khan, and Gurnam Singh, SHO Kahnuwan.
He has further urged the SEC to immediately transfer these officers out of their “present postings to ensure an unbiased and fair election environment.”
