He also requested early and positive consideration of the request.
Punjab Chief Minister Bhagwant Mann has written to the British Deputy High Commissioner in Chandigarh, seeking access to audio and video recordings, as well as archival documentation, on the trial proceedings of Shaheed Bhagat Singh, Shaheed Sukhdev Thapar, and Shaheed Shivaram Hari Rajguru.
In a letter dated 09 January 2026, CM Mann, citing a report, highlighted that the documents are presently held by authorities in Scotland and preserved within a museum or institution maintaining historical legal archives from that era.
“These records hold profound historical and emotional significance for the people of Punjab, as well as for global scholars of history and human rights. The Government of Punjab seeks access to these archival materials for academic study, digital preservation, and public exhibition at the "Shaheed Bhagat Singh Heritage Complex," Khatkar Kalan, District Shaheed Bhagat Singh Nagar, Punjab, India,” the letter read.
The Chief Minister requested that the matter be taken up with the authorities in Scotland to facilitate the provision of the archival material or to provide guidance on the requisite formal procedure to obtain copies for preservation and display.
CM Mann has asked the Scottish authorities to contact Dr. Abhinav Trikha, IAS, Administrative Secretary, Department of Tourism and Cultural Affairs, for any further coordination, clarification, or procedural documentation.
He also requested early and positive consideration of the request.
“The gesture will be remembered as a significant step in honoring the shared history and the universal ideals of justice, sacrifice, and human dignity,” the letter concluded.
According to a report by The Indian Express, in December 2025, CM Mann sought the support of the United Kingdom’s legal fraternity to help obtain a rare piece of video footage of Bhagat Singh for the government.
During an interaction with a delegation of the Bar Council of England and Wales at his residence on December 18, the Chief Minister highlighted that no video record of Bhagat Singh exists in India, the report added.
“He had stated that it had been learnt that Scotland Yard might possess rare footage of Bhagat Singh, particularly from the time of his arrest and trial,” the Indian Express report read.
