Expressing her concerns about the process leading up to the special session, Sonia Gandhi noted, "I would like to state that the special session of Parliament was called without consulting the political parties. We are not aware of the agenda of this session."

Gandhi's letter further elaborated on the subjects she believes should be addressed during the session, including the economic condition of the nation, ongoing negotiations with farmers' organizations, the necessity for a JPC inquiry into matters concerning the Adani Group, the demand for a caste-based census, challenges to federal structures, the impact of natural disasters, border tensions with China, communal tensions in specific regions, and the situation in Manipur.
