Various departments of Bihar government did not submit the utilization certificate of 70 thousand crores, so Bihar got the figure of spending 70 thousand crores out of the election promises of lakhs of crores made by Prime Minister Modi. These things were said by Pawan Kheda, Chairman of Media and Publicity Department of All India Congress Committee, in a press conference organized at Sadakat Ashram, the headquarters of Bihar Congress.
Pawan Kheda, Chairman of Media and Publicity Department of All India Congress Committee, said that Modi and Nitish together made one-third of the total budget of Bihar, about 70 thousand crores, disappear, due to which many works could have been done for the development of Bihar. He said that if you ever see dilapidated bridges, government buildings turning into ruins and poor condition in Bihar, then remember that it is the result of a scam of 70 thousand crores.
Along with this, national leader Pawan Kheda said that till March 31, 2024, 49,649 Utilization Certificates (UCs) were not provided by various departments of the Bihar government. The total amount of these UCs is ₹ 70,877.61 crores.
In the history of independent India, such a big robbery has never been committed on the rights of the poor as the BJP-JDU government has committed in Bihar, and that too not a small amount but of 70 thousand crores.
Recently CAG has presented its report State Finance Report No.-1 2025 in the Legislative Assembly and in it it has been expressed that 70,877.61 crores have been embezzled in various schemes in the name of the poor. CAG has found that the Bihar government has no account of where this money has been spent. 49,649 utility certificates are not available for spending this amount of more than seventy thousand crores. These certificates should be made within 18 months of spending the amount as per law, but there is no account of this money for a period of more than 10 years.
Not only this, the incompetent BJP-JDU government of Bihar has not spent an amount of Rs 3,59,667 crores from the budget amount of the last five years. The surprising thing is that about 40% of this amount is from centrally sponsored schemes, which are social welfare schemes.
1.â â Utility Certificates (UCs) scam of Rs 70 thousand crores:
Rule 271 (e) of Bihar Treasury Code, 2011 directs that Utility Certificates (UCs) should be deposited within 18 months from the date of issuance of GIA (Grant-in-Aid). If UCs are pending even after 18 months of issuance of GIA bill, then the next GIA will not be passed by the treasuries without special order of the Finance Department.
But the BJP-JDU government, which is neck deep in corruption, played this game by ignoring the rules.
Listing some of the major department-wise Utilization Certificates (UCs) that the AG (A&E) has not received till 2023-24, he said that the Cooperative Department has not submitted Rs 804.69 crore, Health Rs 860.33 crore, Backward and Extremely Backward Welfare Department Rs 911.08 crore, Social Welfare Department Rs 941.92 crore, Scheduled Caste and Tribe Welfare Department Rs 1,397.43 crore, Agriculture Department Rs 2,107.63 crore, Rural Development Department Rs 7,800.48 crore, Urban Development Department Rs 11,065.50 crore, Education Department Rs 12,623.67 crore and the highest Utilization Certificate of Rs 28,154.10 crore has not been submitted.
Evidence of Bihar's BJP-JDU government being neck deep in corruption has come to the fore. The government did not spare the departments of children's education, welfare of scheduled castes, tribes and backward classes, farmers and urban development. CAG has even expressed apprehension of embezzlement of funds in its report.
Concerned with the headlines of the budget, attacked the development schemes of the poor
The BJP-JDU government has dealt such a big blow to the development schemes of the Dalit-exploited, backward, extremely backward, children, women, minorities of Bihar, which cannot be imagined. In the last five years, the BJP-JDU government of Bihar did not spend the budget provision amount of Rs 3,59,667 crore. The biggest part of this was of centrally sponsored schemes, under which the development of the last line people of the society was to be ensured directly.
Apart from Pawan Khera, Premchand Mishra, Abhay Dubey, Jitendra Gupta, Sanjeev Singh, Rajesh Rathore, Mukesh Yadav, Yashwant and other leaders were present in the press conference.
