Chandigarh May 2nd, 2019: HC receives a report from District and Sessions Judge, Ludhiana on a complaint received from Supdt., Central Jail, Ludhiana, against havoc created by 200 Dyeing Mills operating near the said Jail, releasing toxic gases- HC issues notices to State of Punjab. Advocate H.C. Arora is appointed Amicus to assist the HC in this case:

Acting upon a report received from District and Sessions Judge, Ludhiana on a complaint  submitted by a large number of inmates of Central Jail, Ludhiana received from Supdt., Central Jail, Ludhiana, against havoc created by 200 Dyeing Mills operating near the said Jail, releasing toxic gases, the HC Bench comprising Chief Justice and Justice Arun Palli today issued notice to State of Punjab, by treating the report as a PIL namely, Court of Its Own Motion v. State of Punjab.

Advocate General, Punjab, was also present in the Court at the time of preliminary hearing of the PIL. While issuing notice to State of Punjab for 14.5.2019, the HC Bench appointed Advocate H.C. Arora as Amicus (Friend of the Court) to assist the Court. In their complaint, a number of prisoners of Central Jail, Ludhiana had stated that approximately 200 Dyeing Mills are operating near the Central Jail, Ludhiana, and the toxic gases released by these Mills are playing havoc with their health.

These gases have  harmful effects on the surroundings as well as on drinking water. They have requested that their lives be saved from the harmful effects of the toxic gases released by Dyeing Mills, operating near the Jail. They have alleged that many of them have been inflicted with serious diseases, like “Kala Pilia”,lung diseases, eye ailments   etc.
