Delhi EV Policy 2.0 Draft Out: Petrol Bikes to Be Banned from 2028, Massive EV Incentives Proposed

As the Delhi government has released the draft Electric Vehicle Policy 2.0 (2026–2030), it proposes a wide set of measures to accelerate the shift toward electric mobility while reducing air pollution in the national capital.

It includes financial incentives, tax exemptions and phased restrictions, and has been opened for public consultation for 30 days. The policy aims to strengthen EV adoption across private and commercial segments.

Key provisions of the draft include phased timelines and targeted support for different vehicle categories.

  • 100 per cent exemption on road tax and registration fees for electric vehicles until March 31, 2030.
  • Ban on new petrol two-wheelers from April 1, 2028.
  • Mandatory electric three-wheelers from January 1, 2027 for commercial use.
  • Time-bound incentives for EV buyers and scrappage-linked benefits for older vehicles.

Officials said incentives will be transferred directly to beneficiaries through online claims under existing central guidelines, with support gradually reducing over three years.

The draft policy also links incentives with scrappage of older BS-IV and earlier vehicles registered in Delhi, aiming to reduce vehicular emissions more quickly. The approach is designed to speed up early adoption of cleaner transport options across the national capital.
