Manimajra residents' delegation led by senior BJP leader Sanjay Tandon meets UT Administrator, raises civic and property transfer issues

Chandigarh, May 28, 2026: A delegation of residents from Manimajra, predominantly representing Indira Colony, met UT Administrator and Punjab Governor Gulab Chand Kataria under stewardship of senior BJP leader Sanjay Tandon along with Deputy Mayor Suman Sharma and raised several long-pending civic and administrative issues affecting residents of the area.

During the meeting with the UT Administrator, the delegation highlighted the hardships being faced by residents in matters related to purchase and transfer of properties, issuance of No Objection Certificates (NOCs), and obtaining approvals for essential services such as water, electricity, sewerage connections and building plan sanctions.

Speaking on behalf of the delegation, Sanjay Tandon emphasized that residents of Manimajra, especially those residing in Indira Colony and the old abadi areas, are facing unnecessary harassment due to complicated and time-consuming procedures in the Municipal Corporation offices. He pointed out that issuance of NOCs and transfer of properties often gets delayed for months because objections are raised repeatedly and in a piecemeal manner.

The delegation informed the Administrator that applicants are being compelled to visit multiple branches, including Tax, Public Health, Water Supply and Electricity offices, to obtain separate no-dues certificates and NOCs, causing inconvenience and wastage of time.

Tandon further highlighted that repeated demands for reports from Patwaris, Numberdars and Councillors regarding Lal Dora, acquired land or oustee abadi status are unnecessary, particularly when such records already exist in official files from previous transactions.

The delegation also expressed concern over the absence of a fixed timeline for disposal of applications related to property transfer and issuance of NOCs. They demanded that a proper checklist of documents along with a standard application format should be prescribed for public convenience.

Another major issue raised during the meeting was the levy of “Construction Water Charges” on very old houses built nearly 50 to 60 years ago in the old abadi areas of Manimajra. The delegation argued that at the time of construction, Municipal Corporation water supply did not even exist in the area, and residents used traditional village ponds and local water sources for construction activities. Therefore, such charges were termed unjustified and arbitrary.

To resolve these problems, the delegation suggested establishment of a single-window system for all property-related services and civic clearances in Manimajra. Tandon proposed that once an application is submitted, the concerned branch should internally obtain reports regarding property tax and water dues from relevant departments instead of forcing citizens to run from office to office.

The delegation also recommended that applicants should receive SMS notifications regarding pending dues and that all applications should be disposed of within a fixed period of 30 days. They further demanded that the Right to Service Act should be implemented in the Estate Branch and Sub-office Manimajra to ensure accountability and timely delivery of services.

The UT Administrator gave a patient hearing to all issues and suggestions raised by the delegation and assured that the concerns of the residents would be addressed sympathetically. He also assured that efforts would be made to establish a single-window mechanism to simplify procedures and reduce public inconvenience.
