Fact Check Report: A Video is going viral on social media in which some policemen are seen issuing challan to a person for taking his goat on a bike as his third passenger. The person who is capturing the video claims that the police is issuing challan by labelling his goat as a third passenger on his two-wheeler. Social Media Users are seen taking dig at the Punjab government over the matter.
Facebook account Vicky Chaudhary shared the viral video on October 20, 2023 and wrote, "There was talk of giving compensation for chicken and goat? Not for the government to take compensation (challan) for chicken and goat? Please answer."
Rozana Spokesman in its investigation found that the viral video is not recent but from 2019. Old video is now being shared with misleading claim linking to current Punjab Government.

While Starting the investigation, we first watched this video carefully and started searching for news related to the case through keyword search. The viral video is not recent but old.
We found this video shared on the Facebook page of Punjab's media outlet Rozana Spokesman on March 26, 2019. While sharing the video, the page wrote, "Punjab Police issues challan to goat by labeling it as third ride."
On the same date, media organization PTC News also shared this video and wrote, 'Punjab Police did not even spare the goat, issued challan'
Rozana spokesperson does not confirm the official date and location of this video but confirms that this video is not recent but is viral since 2019 and has nothing to do with the current government.
