Punjab Govt Directs Officials To Carry Out Immediate Relief in over 2300 Flood Affected Villages: The Government of Punjab has directed officials in all the districts in the state to carry out immediate relief measures in order to restore normalcy and safeguard public health.

Government of Punjab, Department of Rural Development & Panchayats has directed all Deputy Commissioners, Additional Deputy Commissioners-cum-CEOs, Zila Parishads, District Development & Panchayat Officers, and all Block Development & Panchayat Officers in the state to carry out flood immediate relief measures in Punjab.

In the recent floods, according to the government data, more than 2300 villages in Punjab have been affected, resulting in extensive silting of village streets, accumulation of debris, and large-scale loss of livestock. Community assets such as community centres, schools, cremation grounds, and anganwadis have also been damaged.

The government has directed officials to ensure clearance of silt and debris from affected villages and to arrange for carcass disposal and burial of perished livestock on priority. 
District administrations have been directed to undertake fumigation and fogging operations to prevent the outbreak of diseases. 

“Each Panchayat Samiti may procure up to five (5) fogging machines for use in affected villages,” the government has said in an official notice.

Implementation Mechanism
The Punjab government has ordered to hold a special Gram Sabha session in all Gram Panchayats affected by floods on Sunday, 14th September 2025, in which Village Committees would be constituted in that Gram Sabha, headed by the Sarpanch, to execute the works.

Villagers have been asked to specify all assets or works required to be done in the village in the Gram Sabha. They have also been asked to maintain before-and-after photographs of all works for transparency.
As per the instructions, another Gram Sabha will be held upon the completion of all works to vet the expenditure incurred on relief measures.

The execution of works will begin from Monday, 15ᵗʰ September 2025, the notice read. 
Funding

A corpus of Rs 100 crore will be created at the State Headquarters, the Bhagwant Mann-led Punjab government said, and an initial advance of Rs 1.00 lakh per Gram Panchayat will be released for carcass removal and debris clearance.
Expenditure is limited to Rs 3.00 lakh for GPs with a population up to 2,000 and Rs 5.00 lakh for GPs with a population above 2,000.

 Timelines
•    Debris/silt clearance and carcass disposal – to be completed by 24ᵗʰ September, 2025.
•    Minor repairs of community assets – to be completed before 15ᵗʰ October, 2025.
•    Desilting of ponds – to be completed by 22ⁿᵈ October, 2025.

Monitoring & Reporting
•    Additional Deputy Commissioners (Development) shall review progress fortnightly at the district level and forward reports to the State Headquarters.
•    PRIs at all levels shall ensure community participation and transparency in the execution of relief works.
•    A Monitoring Cell at Headquarters shall periodically review the implementation of relief measures.

 Social Support
•    The support and coordination of NGOs, youth clubs, and other organizations working for public welfare may be sought to enhance flood relief efforts.

“You are, therefore, directed to take necessary action in accordance with the above instructions and ensure strict adherence to the prescribed timelines. Utmost care must be taken in the utilization of these funds, ensuring that every penny is spent judiciously and solely for the welfare of the people and the development of the village,” the notice to the officials read.
