Chandigarh: 1st Feb'19 (Niel Bhalinder Singh): Punjab Government expresses its inability to pay salaries to teachers of erstwhile SSA/ RMSA cadre at this stage due to paucity of funds- It would pay salaries to them only on receiving second installment of funds from Union HRD Ministry:
An affidavit has been filed today by the Deputy State Project Director, SAMAGRA Shiksha Abhiyan Authority, Punjab, (Sanjeev Sharma) stating that the funds from first installment received from Union HRD Ministry have been utilized, and due to release of less funds by Union of India, salary of employees working under SAMAGRA Shiksha Abhiyan Authority, Punjab has been delayed.
A letter dated 13.12.2018 for release of second installment has been written to Union of India, and as soon as such second installment is received, remaining due salaries shall be released. It is pertinent to state that this affidavit has been filed in proceedings initiated by Bikramjit Singh and others by filing an application seeking release of their salaries withheld from June, 2018 onwards.
Through this affidavit, it has been also disclosed that salary of teachers has been reduced by Government of India under SAMAGRA Shiksha Abhiyan. Salary of Primary teachers has been reduced from Rs.37,800/- to Rs.15,000/-. Salary of Upper Primary Teachers has been reduced from Rs.42,800/- to Rs.20,000/- per month. Salary of Secondary Teachers has been reduced from Rs.42,800/- to Rs.25,000/-.
This has created an anomalous situation before the Education Department. Hence, department has sent file to Finance Department to take decision in this regard, but no decision has been so far received from Finance department. The affidavit thus, does not make any comment as to when, and how muh amount shall be paid to various categories of teachers under the SAMAGRA Shiksha Abhiyan (non-clicker employees). The case shall come up for final arguments on 4.3.2019.
