Madhubani, Bihar, April 24, 2025: The attackers and their backers will be punished "beyond their imagination", Prime Minister Narendra Modi declared on Thursday while addressing a public rally in Bihar's Madhubani.
Condemning the Pahalgam terror attack that killed 28 tourists in Baisaran Meadows on Tuesday afternoon, PM Modi said,
“Today, on the soil of Bihar, I say to the whole world — India will identify, trace, and punish every terrorist and their backers. We will pursue them to the ends of the Earth. India’s spirit will never be broken by terrorism. Terrorism will not go unpunished. Every effort will be made to ensure that justice is done. The entire nation is united in this resolve. Everyone who believes in humanity stands with us. I thank the people and leaders of various countries who have expressed solidarity with India. The punishment will be significant and stringent — something these terrorists could never have imagined.”
This was PM Modi’s first public address after the devastating attack that left the nation in shock. Leaders across the globe strongly condemned the act, and condolences poured in from around the world, including from China and Pakistan.
In a firm response to cross-border terrorism, India announced five major steps:
The Indus Waters Treaty of 1960 with Pakistan is suspended until Pakistan credibly and irreversibly stops supporting cross-border terrorism.
The Attari Integrated Check Post is closed with immediate effect.
Pakistani nationals are barred from traveling to India under the SAARC Visa Exemption Scheme (SVES); all previously issued SVES visas are canceled. Those currently in India under the scheme have 48 hours to leave.
Defence, Naval, and Air Advisors at the Pakistani High Commission in New Delhi have been declared persona non grata and must leave within a week.
India will withdraw its own military advisors from the High Commission in Islamabad.
The staff strength at both High Commissions will be reduced from 55 to 30 by May 1, 2025.
