Cabinet terms Delhi Car Explosion “heinous terror incident, perpetrated by anti-national forces”; condemns “dastardly and cowardly act”

The Union Cabinet, chaired by Prime Minister Shri Narendra Modi, on Wednesday evening expressed profound grief over the loss of lives in the terrorist incident involving a car explosion near the Red Fort in Delhi on the evening of November 10, 2025. The Cabinet observed two minutes’ silence in honour of the innocent lives lost.

In a resolution adopted during the meeting, the Union Cabinet termed the incident “a heinous terror incident, perpetrated by anti-national forces, through a car explosion near the Red Fort on the evening of November 10, 2025.” The explosion claimed at least eight innocent lives and injured several others around 7 p.m. that day.

The Cabinet paid its “solemn respects to the victims of this senseless act of violence and conveyed its heartfelt condolences to the bereaved families.” It also prayed for “the speedy recovery of all those injured,” while appreciating “the prompt efforts of the medical personnel and emergency responders who have been providing care and support to the victims.”

The Cabinet unequivocally condemned “this dastardly and cowardly act that has led to the loss of innocent lives.”

Reiterating “India’s unwavering commitment to a policy of zero tolerance towards terrorism in all its forms and manifestations,” the Cabinet recorded its appreciation for the “statements of solidarity and support from many governments around the world.”

The Cabinet also appreciated the “timely and coordinated response of the authorities, security agencies, and citizens who acted with courage and compassion in the face of adversity,” noting that “their dedication and sense of duty are deeply commendable.”

The meeting was held shortly after the Prime Minister’s return from his official visit to Bhutan. Earlier in the day, after landing in Delhi, Prime Minister Modi visited the injured victims at LNJP Hospital.

The Cabinet directed that the investigation into the incident “be pursued with the utmost urgency and professionalism so that the perpetrators, their collaborators, and their sponsors are identified and brought to justice without delay.” It added that “the situation continues to be closely monitored at the highest levels of the government.”

Reaffirming the Government’s steadfast resolve, the Cabinet reiterated its commitment to “safeguard the lives and well-being of all Indians, consistent with its enduring dedication to national security and the safety of every citizen.”

According to the Indian Express, as the state investigation Agency took over the probe of the terror module from the Nowgam police, the relationship between Dr Umar Nabi and Dr Muzamil Ganai became the central focus of the investigation. 

Umar Nabi is suspected to have been driving the car that exploded, while Muzammil Ganai was arrested in Faridabad hours ahead of the explosion. 

Indian Express report said that both men are from the village of Koil in Pulwama and were both employed at Faridabad's Al-Falah School of Medical Sciences and Research Centre. 

Sources told IE that Umar and Muzammil were "key members" of the module that involves two more doctors, and had been stockpiling explosives and detonative materials for months now. 

"What we know so far is that Umar was the one who would talk more about carrying out spectacular attacks," a highly placed source told the Indan Express. 

The family members of the two doctors have claimed that the two did not know each other; however, the report said that investigators have reason to believe they had been in touch since 2018. 

350 kg of ammonium nitrate was recovered from Muzammi's (rented) residence in Faridabad, stored in suitcases. A source told the IE that more explosive materials were recovered from the residence of a cleric, now arrested. The cleric, identified as Iman Ishtiyaq, conducted sermons on the Al Falah campus. He has been taken to Srinagar by the JK police. 

Police cited in the report said that while the doctors had been planning "something bigger", they were yet to zero in on a definitive target.
