The Haryana government has decided to hand over the investigation into Manisha’s death case to the Central Bureau of Investigation (CBI), based on her family’s demand, Haryana CM said.

Haryana CM Nayab Singh Saini said the state government is handling the case with complete ‘seriousness and transparency’ to ensure justice and that he is monitoring the case himself.

On Wednesday, in a post on X, the CM wrote, “The state government and police administration are working with full seriousness and transparency to ensure justice for our daughter Manisha from Bhiwani and her family. I myself am continuously monitoring the reports of this case.”

“Based on the family's demand, the Haryana government is going to hand over this case to the CBI for an impartial investigation. Full justice will be ensured in this matter,” he added in the post written in Hindi.

The decision comes after massive public outrage. Earlier on Tuesday, in a move to prevent any disturbance of peace and public order, following the death, Haryana Home Secretary ordered the suspension of the mobile internet services, bulk SMS and all dongle services provided on mobile networks except the voice calls in the jurisdiction of the districts Bhiwani & Charkhi Dadri of Haryana.

About Manisha’s Death Case: Manisha, a 19-year-old playschool teacher, was found dead in a field, near a canal at Singhani village of Bhiwani district in Haryana on August 13. She had gone missing on August 11, after school, while purportedly inquiring about admission at a nursing college.

The police on Monday evening, after the post-mortem, ruled out foul play and pointed to her having committed suicide by ingesting poison.

Her family vehemently rejected the findings after the post-mortem. Her father, Sanjay, on Tuesday, while rejecting the findings, said, "The administration is saying that my daughter committed suicide. But I can say that she can never commit suicide. I want justice." 

A suicide note emerged on Monday; however, the police said it was found on the same day the body was found and that the deceased’s family knew about it all along.

According to the police, the deceased wrote about the parents being upset with her in the suicide note.

Her villagers, along with the family, questioned the latest findings and continued blocking a key road in Bhiwani.

Purported Suicide Note Found on Monday:

The purported suicide note was found near Manisha's body in a bag. The bag also had her Aadhaar card and other documents, the Bhiwani Superintendent of Police Sumit Kumar said in a statement.

“The handwriting matches (with that of the woman),” the SP is quoted as saying in a report by Hindustan Times (HT) on the matter.

"Mummy, Papa, you did a lot for me, but you were upset with me. I was not wrong. Also, I did nothing wrong. I want to fulfil my parents’ dream. I wanted to be a nursing officer. I don’t want to be a financial burden. I am sorry if I have hurt you," according to police cited in the HT report. 

SP added that there was proof of the 19-year-old buying insecticide. He said the girl was found to be buying insecticide in a video surveillance. "There is a record in the register of the seller that the woman had taken this quantity of insecticide and paid a particular amount for the same to the seller,” he said.

He said that the next part of the investigation will be to ascertain whether the insecticide was consumed or not, and that the viscera report has been sent to the forensic sciences laboratory along with other samples.

"In the viscera sample, the presence of insecticide has been confirmed in the body. So, there is self-purchase, there is a suicide note, there is poison in the body," the Superintendent added.

One of the autopsies conducted at Rohtak's Post Graduate Institute of Medical Sciences (PGIMS) has helped clarify the cause of the injuries on the deceased’s face, police said, as per the HT report.

The police said that, according to the post-mortem report, there is no evidence to support that the person was sexually assaulted, and confirmed that there were no cuts on the throat.

“In the first post-mortem report, the doctor mentioned that these wounds are lacerated wounds with a gnawing effect. Gnawing is when any scavenger eats the body. The doctor has very clearly mentioned that these are the scavenging animal bites, and he has used the word gnawing effect. A portion of the neck was missing. Eyes were not there, face skin was not there. However, no vital organ below the neck is missing,” the SP was quoted as saying in an earlier report of the news portal.
