Chandigarh Declared Fully Literate Union Territory Under ULLAS Scheme
Chandigarh has achieved a historic milestone by being declared a fully literate Union Territory under the Understanding of Lifelong Learning for All in Society (ULLAS) - Nav Bharat Saksharta Karyakram. ULLAS is a central adult literacy initiative.
Under the ULLAS programme, around 15,000 learners participated and successfully passed the Foundational Literacy and Numeracy Assessment Test (FLNAT) conducted in September 2025.
Punjab Governor and UT Administrator Gulab Chand Kataria described the declaration as a “proud moment” that reflects “the power of collective effort, community participation and the unwavering commitment of the Administration towards building an enlightened and empowered society”. He said that literacy is the foundation for social and economic progress while strengthening Chandigarh’s contribution to the national vision of ‘Shikshit Bharat – Sashakt Bharat’.
UT Chief Secretary H Rajesh Prasad attributed the achievement to meticulous planning, strong inter-departmental coordination, and the dedication of educators and volunteers at the grassroots level.
Officials said the mission was executed in a phased and inclusive manner. Learners, including elderly citizens and working adults, were identified through door-to-door surveys and provided tailored instruction in schools, parks and homes. Samajik Chetna Kendras (social awareness centres) were established in all 111 government schools, and 150 nodal in-charges were appointed to drive the campaign. A specialist taskforce and 18 state resource groups supported the drive towards complete literacy.
The achievement aligns with the vision of universal literacy and lifelong learning set forth in the National Education Policy (NEP) 2020.
