CII Urges "Green Hydrogen Mandates" to Power India's Clean Energy Economy
The Confederation of Indian Industry (CII) has urged the government to implement "Green Hydrogen Mandates" to stimulate demand and solidify India's position in the global green hydrogen economy.
In a proposal detailed by The Tribune, the industry body suggested that green hydrogen blending should be introduced for major sectors, including refining, fertilisers, and natural gas, supported by robust cost-offset mechanisms.
CII Director General Chandrajit Banerjee emphasised that India achieved a record-breaking non-fossil fuel capacity of 266.78 GW in 2025. It is a 22.6% increase over the previous year, but the next phase of growth requires a leap into advanced green technologies.
To bridge the substantial cost gap between grey and green hydrogen, the CII recommends incentives such as carbon credit allocations, viability gap funding, and cross-subsidies in the fertiliser industry.
The proposal also emphasises the use of public infrastructure such as railways, ports, and housing as a channel to boost demand through green procurement.
The CII also suggested developing specialised clusters in states like Gujarat, Maharashtra, Tamil Nadu, and Odisha.
According to the report, harmonising Indian certification standards with international frameworks will also be vital for promoting exports to major markets like Germany, Japan, and South Korea.
