Model Code of Conduct (MCC)

Meanwhile, the Election Commission of India on Wednesday issued directions for strict implementation of the Model Code of Conduct (MCC) for the Bihar elections.

In a press note issued today, the ECI stated that with the announcement of the schedule for the election on October 6, 2025, it has issued directions to the Chief Secretary and Chief Electoral Officer of Bihar regarding the immediate enforcement of the Model Code of Conduct (MCC) in the state.

“The MCC shall also be applicable to the Central Government insofar as announcements or policy decisions for Bihar are concerned,” the ECI press note read.

The Commission has directed strict compliance with instructions related to the removal of defacement from government, public, and private property; misuse of official vehicles or government accommodation by any political party, candidate, or any other person connected with the election; and a ban on issuing advertisements at the cost of the public exchequer, the press note read.

The ECI has set up a complaint monitoring system, including a call centre number — 1950 — where complaints can be lodged by any member of the public or political party with the DEO/RO concerned. This system is operational 24x7.

Citizens and political parties can also report MCC violations using the C-Vigil app on ECINET. A total of 824 flying squads have been deployed across the state to ensure that complaints are attended to within 100 minutes, the press note further stated.

It has also banned the transfer of all officers and officials connected with the conduct of elections.
